INCREASE IN ADVANCE RESERVATION PERIOD

The Ministry of Railways have decided to increase the Advance Reservation Period (ARP) for booking accommodation in trains from 60 days to 120 days (excluding the day of journey).

 Accordingly, with effect from 01st April, 2015, booking in trains from train originating stations will open and remain available for 120 days.  For instance, as o­n 01.04.2015, for trains leaving o­n 28th July, 2015, reservation can be obtained for journey commencing o­n all days between 01.04.2015 and 28.07.2015.

There will, however, be no change in the case of certain day time express trains like Taj Express, Gomti Express, special trains etc. where lower time limits for advance reservation are at present in force.  There will also be no change in the case of the limit of 360 days provided for foreign tourists.

New record: 5.80 lakh e-tickets booked on IRCTC website on March 19

Indian Railway Catering and Tourism Corporation's (IRCTC) e-ticketing website was able to book 5.80 lakh e-tickets on March 19. It is the highest ever single day booking.

The earlier highest was on September 2, 2013 when it booked 5.72 lakh e-tickets.

IRCTC's spokesperson said, presently, the site books more than 4.63 lakh tickets with an average of 9.47 lakh passengers daily as against 3.85 lakh tickets with 6.86 lakh passengers booked daily during 2013."

It means there is a 20% increase in the number of tickets and a 38% increase in the number of passengers.

He further said, "All these translate into a present daily transaction of more than Rs 53 crores as against Rs 37 crores in 2013, all of which make www.irctc.co.in one of the biggest e-commerce sites in the world."

To reduce the traffic and unnecessary hits during the peak hours, IRCTC has recently launched "IRCTC Lite" during Tatkal period i.e. 10 am to 1200 pm. Every day, this service is now effective from 0930 am. In this effort, IRCTC removed all the links, images, ads, services, features which are not helping or not required at the time of premium Tatkal ticket booking.

He said. "This paid dividend in the form of increased number of booking during the Tatkal period. In the first hour of Tatkal booking (10 am-11 am), the earlier average booking before the introduction of the "IRCTC Lite" was around 48,000 tickets, which has now jumped to more than 58,000."

Railways Hike Passenger Fare W.E.F. from 7th Oct.2013

In the Railway Budget 2013-14 presented in Parliament on 26.02.2013, it has been announced to implement the Fuel Adjustment Component (FAC) linked fare revision in passenger fare periodically.

1. Accordingly, Ministry of Railways have decided to revise Fuel Adjustment  Component (FAC) linked passenger fare as per revised passenger Fare Table which  will be published by IRCA effective from 07.10.2013.

2. In View of increase in the fare as mentioned above, the fare of First Class Tourist Tickets of 1 day, 3 days, and 5 days shell be increased by Rs. 5/=. There shall be no increase in second class tourist tickets.

3. Other Charges: There shall be no change in Charges for reservation fee, superfast surcharge etc. Such Charges, Wherever applicable, Shall continue to be levied additionally. -

4. The changes in fares as above Shall come into force w.e.f. 07.10.2013.

5. Service tax will Continue to be levied as applicable as per instructions issued  in this regard.

6. The General Secretary, IRCA has been requested to print and supply the revised Passenger Fare Tables.

7 Each Railway will ensure that the requisite number of copies of revised Passenger Fare Tables are collected from the General Secretary, I.R.C.A. and distributed to the concerned staff well in advance of 07.10.2013.

8. The revised fares will also apply to tickets issued-in advance for journeys to commence on or after 07.10.2013. Until new tickets are printed, old printed card tickets may be issued after having necessary corrections in fares made on them in advance. Such alterations by the staff should be made preferably by stamp or in ink. A suitable notice in the Press should be given by the Railways advising that  such
time new tickets are printed and made available, the existing tickets with alterations in fares on them would be issued.

9. In the case of tickets already issued at pre-revised rates, it should be ensured that the difference in fares and other Charges on or after 07.10.2013 is recovered either by TTE'S on the trains or by the Booking/Reservation Offices before the Commencement of journey by passengers. Commercial inspectors and TIAs should visit all important stations and ensure that fares and other charges are levied and tickets issued as per the revised rates. Commercial Officers should also make
surprise Checks at stations and ensure that the fares and other Charges are levied with effect from 07.10.2013 at the revised rates. The Fare List displayed to the public at stations should be revised and corrected showing the new fares with effect from 07.10.2013.

10. These Changes which are required to be carried out in manual ticketing system and in PRS, UTS` etc., should be ensured.

11. Special arrangements should be made to ensure that necessary instructions and the revised Passenger Fare Tables reach the staff well in time. Steps should also be taken to ensure that the staff fully understand these changes and implement them properly.

12. This issues with the Concurrence of Finance Directorate of Ministry of Railways.

13. The receipt of this letter may be acknowledged. Also please check­ these instructions on the Indian Railways website  www.indianrailways.gov.in.

14. Zonal Railways should arrange Wide publicity to the revision in fares and fares table W.e.f. 07.10.2013 and related instructions through the press, media and through notifications and announcements at stations.

                                          EXPLANATORY NOTES FOR FARE 


1. The fares will be same in case of all distances within that distance slab.

2. Minimum distance for charge of 200 Km. in Sleeper Class will not be applicable in case of Sleeper coaches declared as unreserved coaches by Zonal Railways in notified trains and in specified sections. In such cases, actual fares as shown in the concerned column will be levied/charged.

3. All fares notified in this Coaching Tariff are Basic Fares. All other miscellaneous charges like Reservation Fee, Superfast Charge, Catering Charge and Service Tax etc., wherever applicable, will be levied additionally.

3.1 Basic fares for high speed trains like Rajdhani, Shatabdi, Jan Shatabdi, all type of Duronto trains, Garib Rath and Yuva etc., as given in this Coaching Tariff, are also exclusive of Reservation fee, Superfast charge, Catering Charge and Service Tax etc. These charges, wherever applicable, will be levied additionally.

4. Suburban fares shall be levied for journeys performed in the suburban sections only. Non-suburban fares shall apply in case of all other journeys.

5. Rounding-off of fares:

5.1 Fares of all classes except Second Class Ordinary (Suburban). Chargeable Fares, as obtained after adding Miscellaneous Charges like Reservation Fee, Supplementary charge for Superfast trains, Catering Charge, Service Tax etc. to the Basic Fare, will be rounded off to the next higher multiple of Rs. 5.

5.2 Second Class (Suburban) Fares. Chargeable Fares for Second Class Suburban passengers, as obtained after adding applicable miscellaneous charges like MUTP Surcharge (as and where applicable) etc. to the Basic Fare, is proposed to be rounded off to the next higher multiple of five rupees, except that in cases where either '1' or '6' comes up as the last digit (i.e. in unit's place) it was be rounded off to the immediately lower multiple of rupees 5, i.e. 11.00, 21.00, 31.00, etc. would respectively become rupees 10.00, 20.00, 30.00, etc. and 6.00, 16.00, 26.00 etc. would respectively become rupees 5.00, 15.00, 25.00 etc. And, Fare values ending in rupees 2, 3 or 4 would be getting rounded off to rupees 5 and those ending in rupees 7, 8 or 9 to rupees 10 and so on and so forth.

6. Fares published in these tables are separately for the Peak and Lean seasons.

6.1 Peak and Lean seasons shall be as under: -

Lean Seasons 1st February to 31st March; and 1st August to 31st August
Peak Seasons 1st April to 31st July; and 1st September to 31st January

6.2 In so far as the “popular” trains’ segment is concerned, the peak period fares shall be applicable throughout the year in case of journeys undertaken in AC First and AC 2-Tier Classes.

7. The point-to-point fares for all pairs of stations, including intermediate to intermediate stations, in case of Shatabdi, Jan Shatabdi, Rajdhani and Duronto sets of trains shall be notified by the Zonal Railways
.
8. Children under 5 years of age will be carried free of charge. Children above the age of 5 years and under 12 years of age will be charged at half the corresponding adult fare. After adding applicable miscellaneous charges, if any, this Fare will be rounded-off to the next higher multiple of Rs.5 in case of all classes other than Second (Suburban); in the case of Second Suburban, rounding-off principle stipulated in Para 5.2 above shall apply. In case of Rajdhani, Shatabdi, Duronto and Jan Shatabdi trains the methodology of computing concessions shall be governed in terms of CC 66 of 2012.

9. Children under 5 years of age will be provided food in Rajdhani, Shatabdi and Duronto Express trains without any charge.

10. Bed-rolls will be supplied to passengers in AC First Class, AC 2-Tier and AC 3-Tier Classes in all trains, except Garib Rath Express trains without any additional charge.

11. Bed-rolls in Garib Rath Express trains and in Sleeper Class of Mixed Duronto Express trains will be supplied to passengers on demand, on payment of stipulated charges.

12. Quarterly Season Tickets (QST) fares will be 2.7 times the Monthly Season Tickets (MST) fares.

13. Season Tickets beyond 150 km will be issued only over sections where this facility was being enjoyed prior to 1.4.1951.

Review of Izzat MST to prevent misuse

In order to prevent the misuse of Izzat Pass and also to ensure that it actually reaches the person belonging to low income category, Izzat Pass scheme is reviewed by Ministry of Railways. Now income certificates issued by the authority for issue of Izzat MST, should also be verified by local Government officials such as BDO, Tehsildar etc. Also a copy of the proof of residence such as Voter Identity Card, Driving License, Electricity Bill etc. should also be retained for the issue of the Izzat Monthly season tickets and the original should also be inspected.

Izzat season tickets, which were announced by the Ministry of Railways, came into force with effect from August 1, 2009. Izzat is uniformly priced monthly season tickets at Rs. 25 inclusive of all surcharges which is issued up to a distance of 150 Kilometers to persons working in unorganized sector with monthly income not exceeding Rs. 1500.

Train services to be extended

Train No.56710/56709 Madurai-Dindigul-Madurai Passenger will be extended to Palani from August 2, according to a press release issued by the Southern Railway here on Tuesday.

Regular service of Train No.56710 Madurai-Palani Passenger and Train No.56709 Palani–Madurai Passenger will commence from that day itself, the release from the Southern Railway added.

Train No.56710 Madurai-Palani Passenger will leave Madurai at 7.35 a.m., arrive at Dindigul at 8.55 a.m.

After a five-minute halt, the Madurai-Palani Passenger will leave Dindigul and reach Palani at 10.45 a.m.

Train No.56709 Palani-Madurai Passenger will leave Palani at 5.05 p.m., arrive at Dindigul at 6.10 p.m.

It will leave Dindigul at 6.15 p.m. and reach Madurai at 8.15 p.m.

Stoppages

The extended trains will stop at Kudalnagar, Samayanallur, Sholavandan, Vadipatti, Kodaikkanal Road, Ambaturai, Dindigul, Akkaraippatti, Oddanchatram and Chatrapatti.



The extended service of the Kannur-Thiruvananthapuram Jan Shatabdi Express (Train no. 12081) will be flagged off by K. Sudhakaran, MP, at Kannur railway station at 4.45 a.m. on Friday.

A press release issued by Railways said the Thiruvananthapuram-Kozhikode Jan Shatabdi Express (Train no. 12082) leaving Thiruvananthapuram on Friday will run up to Kannur.

A.P. Abdullakutty, MLA; municipal chairperson Roshni Khalid; and district panchayat president K.A. Sarala will be present at the flag-off function. The detailed timings of the Thiruvananthapuram-Kannur Jan Shatabdi Express are as follows: Thiruvananthapuram-2.20 p.m., Kollam- 3.15 p.m., Chengannur-4.12 p.m., Kottayam-4.52 p.m., Ernakulam Town-6.05 p.m., Thrissur-7.18 p.m., Shoranur-8.20 p.m., Tirur-9 p.m., Kozhikode-9.55 p.m., Vadakara-10.30 p.m., Thalassery-10.50 p.m., and Kannur-11.30 p.m.

The Thiruvananthapuram-bound train will leave Kannur at 4.45 a.m.


Extension of Ratlam-Chittorgarh-Ratlam  up to Bhilwara.

TEMPORARY AUGMENTATION

The 12303 & 12381 Howrah- New Delhi Poorva Express Trains will be augmented by Two Additional Sleeper Class coaches each o­n 15,16,19 & 20.07.2013 and 18, 21 & 24.07.2013 respectively when departing from Howrah. In the return direction, the 12304 &12382 New Delhi- Howrah Poorva Express Trains will be augmented by Two Additional Sleeper Class coaches each. o­n 17, 20 & 25.07.2013 and 16, 19, 22 & 23.07.2013 respectively when departing from New Delhi. The other features like timings, route, stoppages etc. will remain as unchanged.

15017/15018 Lokmanya Tilak Terminal- Gorakhpur - Lokmanya Tilak Terminal  Express Train will be augmented by o­ne Additional General second class  coach with immediate effect to 15.07.2013 when departing from Gorakhpur and from 03.07.2013 to 17.07.2013 when departing from Lokmanya Tilak Terminal. The other features like timings, route, stoppages, composition etc. will remain as unchanged.

One AC 3 Tier coach has been attached in 12216/15 Bandra (T) – Delhi Sarai Rohilla Garib Rath Express andTwo Second Class Sleeper & 1 Second Class General Coaches have been augmented in 22451/22452 Chandigarh–Bandra (T) Express temporarily for the convenience ofpassengers.

Central Railway(CR)  have augmented with one additional AC 3-tier coach and o­ne additional Second Class Sleeper coach permanently for Train Nos.22133/22134 SOLAPUR-YESVANTPUR-SOLAPUR EXPRESS,with effect from 26th June, 2013 from Solapur end and from 27th June, 2013 from Yesvantpur end.


Now, the above trains run with total 20 coaches (instead of 18 coaches), comprising of One AC First Class coach, One AC 2-tier coach, Two AC 3-tier coaches, Eight Second Class Sleeper coaches, Six General Second Class coaches and Two Second Class luggage-cum-brake vans-cum-disabled coaches.

South Western Railway(SWR)has decided to augment with one additional AC 3-tier coach and o­ne additional Second Class Sleeper coach permanently for Train Nos. 12295/12296 BANGALORE CITY-PATNA-BANGALORE CITY SANGAMITHRA EXPRESS,with effect from 01st July,2013 from BANGALORE CITY end and from 03rd July, 2013 from PATNA end.

The Sangamithra Express Train will run with total 23 coaches (instead of 21 coaches), comprising of Three AC 2-tier coaches, Three AC 3-tier coaches, Eleven Second Class Sleeper coaches, Three General Second Class coaches, One Second Class Luggage-cum-brake Van, One Second Class luggage-cum-brake vans-cum-disabled coach and a Pantry Car, with effect from 01st July/03rd July, 2013 respectively.

 CONTINUATION OF TEMPORARY AUGMENTATION OF TRAIN NOs. 12079/12080 BANGALORE CITY-HUBLI-BANGALORE CITY JAN SHATABDI EXPRESS WITH ADDITIONAL TWO GENERAL CLASS (SITTING) CHAIR CARS FOR A PERIOD OF 06 MORE MONTHS FROM 01ST JULY, 2013 FOR CLEARANCE OF TRAFFIC:

 SWR has decided to continue to temporary augmentation of Train Nos.12079/12080 BANGALORE CITY-HUBLI-BANGALORE CITY JAN SHATABDI EXPRESS with TWO additional General Second Class (Sitting) Chair Cars) for a period of 06 more months i.e. from 01st July 2013 to 31st December, 2013.

Train No.12027 / 12028 Chennai Central – Bangalore – Chennai Central Shatabdi express trains have been temporarily augmented by 1 First Class AC chair car and 1 AC chair car with immediate effect upto 10.07.2013 to clear waitlisted passengers.

Train No.12693/12694 Chennai Egmore – Tuticorin – Chennai Egmore Pearlcity express trains have been temporarily augmented by 1 AC-2 tier and 1 Sleeper Class coach for a period of six months with effect 02.07.2013 to 31.12.2013.

Train No.12631/12632 Chennai Egmore – Tirunelveli – Chennai Egmore Nellai express trains have been temporarily augmented by 1 AC-3 tier coach for a period of three months with effect 03.07.2013 to 30.09.2013.

T.No.12376/12375 Asansol – Chennai Central – Asansol weekly express trains will be permanently augmented by o­ne Sleeper Class coach with effect from 03.7.2013 ex. Asansol and 06.7.2013 ex. Chennai Central.

T.No.12639/12640 Chennai Central – Bangalore - Chennai Central ‘Brindavan’ express trains will be permanently augmented by two general second class coaches with effect from 04.7.2013.

The 12958/12957 New Delhi- Ahmedabad- New Delhi Rajdhani Express Train has been augmented by o­ne additional A.C. 2 Tier & Two Additional A.C. 3 Tier coaches from 05.07.2013 to 30.09.2013 when departing from Ahmedabad and from 06.07.2013 to 01.10.2013 when departing from New Delhi. The other features like timings, route, stoppages etc. will remain as unchanged.

ONE additional AC 3-TIER coach temporarily for Train Nos. 12245/12246 HOWRAH-YESVANTPUR-HOWRAH EXPRESS with effect from 06th, 10th, 14th, 19th, 23rd, 27th & 31July, 2013 from HOWRAH end and from YESVANTPUR end on 08th, 12th, 16th, 21st, 25th, 29th July, 2013 & 02nd August, 2013, to clear extra rush of traffic.


Railway  have decided to attach one AC First Class coach to Train Nos.12510/12509 Guwahati-Bangalore City-Guwahati Superfast Express leaving on Monday from GUWAHATI end from 08th July, 2013 to 05th August, 2013 and leaving on Thursday from BANGALORE CITY end on 11th July, 2013 to 08th August, 2013.

The revised composition of Guwahati-Bangalore City-Guwahati Super Fast Express will have total 24 coaches, consisting of One AC First Class coach, One AC 2-tier coach, Four AC 3-tier coaches, Twelve Second Class Sleeper coaches, Two General Second Class coaches, Two Second Class luggage-cum-brake vans-cum-disabled coaches, One Parcel Van and a Pantry Car.

IR Launch SMS Based Ticketing System from non-internet phones

The Minister of Railways Shri Mallikarjun Kharge launched SMS based ticketing system at a function here today. While addressing a gathering on the occasion, Shri Kharge said that this user-friendly service which will be effective from today i.e 28th June 2013, is being introduced in order to further improve the customer convenience and empower the common man who does not have access to internet and cannot afford to buy smart phones. He said that since the mobile penetration in India has increased rapidly and more than 80 per cent people have mobile phones, this new system will be helpful in enabling booking of tickets by masses themselves. Ticket booking through non-internet based mobile, introduced as a pilot project by Indian Railways Catering & Tourism Corporation (IRCTC), a Public Sector Undertaking of the Ministry of Railways, will also help Railways in overcoming the menace of touting whereby unsuspecting people are fleeced by such elements. This will particularly be useful for labourers and workers staying away from their home and who have to book tickets for travel to their native place, the Minister added.
The Railway Minister further said that inconvenience in booking reserved railway tickets has been a cause of concern for all.  In order to facilitate easy access, Indian Railways have been making efforts by expanding the    passenger reservation system counters network.  The online booking through IRCTC has now grown up to about 45% of total reserved tickets.  This has eased the rush at counters to a great extent. While internet access in India is only about 10%, mobiles are now in easy reach and more than 80% people in our country use mobile phones, the Minister said.
Speaking on the occasion, Chairman, Railway Board, Shri Vinay Mittal said that Indian Railways’ initiative of launching the non-internet based ticketing through a mobile phone would further enhance the scope and each of ticketing since it has huge potential to tap the power of mobile phone. Shri Mittal said that this service will be improved further with provision of more payment options, user-friendly interface and value added services like alerts and updates. Payment through mobiles is still in an evolving state and Commercial Banks, RBI and National Payment Corporation of India are working on providing a safe, secured and quick payment mechanism through mobile. As the payment option mature and user gets accustomed to SMS booking, it has the potential of overtaking bookings through internet as well as counters, he added.
In his welcome address, the Chairman-cum-Managing Director, IRCTC, Shri Rakesh Tondon said that this is, indeed, IRCTC’s successful effort in making railway ticket booking even easier through SMS or menu based USSD technology which works on all mobile phones.  Through this service, customer can not only book ticket but also can search for stations, trains, availability, PNR enquiry, make cancellation etc, he added. 
Launch of ticket booking service through mobile phones had been announced in Railway Budget 2012-13.    This initiative will go a long way in customer convenience.  With the passage of time, it is expected that mobile booking will surpass reserved ticket booking by all other modes like internet and counters.  Mobile booking is not only convenient but it also saves time and money.  The user will have to get mobile money account opened from his/her bank or mobile money providing agencies as approved by the Reserve Bank of India.
The key features of ticket booking on mobile:
·         Ticket can be booked within minutes;
·         basic mobile phones are sufficient; no internet connection is required;
·         The user will get ticket details on SMS instantly.
·         SMS along with valid ID in original can be used for travel, no printout is required.

The Ministry of Railways has released its new All India Railway Time Table known as “TRAINS AT A GLANCE (TAG)” which has come into effect from 1st July, 2013.  In addition to the “Trains at a Glance”, all the 17 Zonal Railways to release their Zonal Railway Time Tables which will come into effect from 1st July, 2013.   Passengers are advised to refer to the new timings  w.e.f. 1st July 2013 before starting the journey.  The new Trains at a Glance will also be shortly uploaded on Railways’ official website i.e. www.indianrailways.gov.in.

The salient features of Trains at a Glance-2013 are as under:

1.      Encouraged by the public response over the past few years all the user-friendly features of Trains at a Glance viz. how to read a table, route map, station index,  trains between important stations,  station code index, Train number index,  Train name index, has been retained.

2.      Commercial information of passenger use and interest viz. advance reservation period, reservation through internet, Tatkal scheme, Refund rules and rail travel concessions have been suitably updated.

3.      Information regarding Vigilance organization, Public grievance machinery, disaster management and catering services have been incorporated.

4.      Railway Budget 2013-14 announcements: The Mail/Express services (introduction, extension and increase in frequency of the existing services) that have been  announced  in the Railway Budget/announced in the Parliament have been incorporated in the new Trains at a Glance are as under:

Advance Reservation Period for Booking Reserved Train Tickets Reduced to 60 Days from Existing 120 Days from 1st May 2013


The Ministry of Railways has decided that the Advance Reservation Period (ARP) for booking reserved train tickets will be reduced from existing 120 days to 60 days (excluding the date of journey) w.e.f. 1st May 2013. The details are as below:-

I. With effect from 01.05.2013, the ARP will be of 60 days (excluding the day of journey) and booking will be done accordingly. However, all the bookings done upto 30.4.2013 under the ARP of 120 days will remain intact.

II. Cancellation of the booking made beyond the ARP of 60 days will, however, be permitted.

III. There will be no change in the case of certain day time express trains like Taj Express, Gomti Express etc. where lower time limits for advance reservations are at present in force.

IV. There will also be no change in the case of limit of 360 days for foreign tourists.

Revision of Clerkage charges and Cancellation charges


The Clerkage charges and Cancellation charges have been revised w.e.f 1st April, 2013. This has been announced in the Railway Budget 2013-14. The revised charges are as under:
The clerkage charges are leviable o­n cancellation of unreserved, RAC and Waiting list tickets as well as o­n cancellation of reserved tickets.
